Septic System Ownership in North Dakota

In North Dakota, when public sewage system is not accessible within two hundred feet of habitation, it is deemed necessary to construct a private septic system on the premises. Septic systems are closely regulated and there are guidelines for design, installation, and maintenance.

Regulation of Septic Tank Systems

The North Dakota Department of Health is the governing body in charge of septic tank regulations. The local or district health units are responsible for the administration and granting of permits. No sewer system may be installed, repaired, or altered without applying for and receiving written permission to carry out these works.

Licensure Requirements for Septic System Contractors

Individuals or businesses involved in the installation of onsite septic systems need to be licensed. To become licensed, they undergo a minimum of eight hours of study in a prescribed course every two years.

Similarly, any person engaged in pumping and disposing of sewage waste needs to obtain an annual license from the State Department of Health. Any vehicles used for the purpose should have a metal license tag in a visible spot on the left side of the vehicle.

Installing a New Septic System

To install, alter, or repair a private septic tank system, an application has to be made to the local or district health office by the property owner, the master plumber, the sewer contractor, or the installer embarking on the project. The application must be approved before any work is begun regarding the installation. A percolation test and a soil test, where applicable, have to be carried out. After the project has been completed, the installer has to submit a final drawing of the project to the administrative authority within thirty days of completion.
